 IP For Development |
The Assemblies of the Member States of WIPO adopted the Development Agenda in its meetings held in Sept-October 2007. The WIPO Development Agenda has been hailed as a landmark decision and is an important and positive step towards ensuring that the international intellectual property system will continue to serve the public good by encouraging and rewarding innovation and creativity in a balanced and effective manner.
The Development Agenda implies that countries at various levels of development can now consider adopting strategies tailored to their requirements that involve the sustained creation and use of knowledge to maximize the use and effectiveness of IP as a tool for economic and social development.
A Committee on Development & Intellectual Property (CDIP) has been set up at WIPO which would develop a work programme for implementation of the adopted recommendations which include Technical Assistance and Capacity Building, Norm Setting, Flexibilities, Public Policy and Public Domain, Technology Transfer, Information and Communication Technologies (ICT) and Access to Knowledge Assessment, Evaluation and Impact Studies and Institutional Matters Including Mandate and Governance. The first meeting of the Committee is being held from 3-7 March 2008.
The WIPO Development Agenda will entail a range of actions at the national level including: developing and improving national IP institutional capacity and efficiency, promoting fair balance between IP protection and public interest, ensuring coherence between IP laws and public policy goals in areas of innovation, science and technology, health, education, cultural industries, food security, and rural development, promoting development-oriented and demand-driven capacity building at national and regional level and conducting development impact assessments of proposed IP policies, practices and norm setting activities, new international obligations and of capacity building/technical assistance needs and performance.
